CPF LIFE and a private annuity are both life annuities: each converts a lump sum into monthly income that can continue for as long as you live. The difference lies in who stands behind the promise and how much of it you can shape. CPF LIFE is a national scheme guaranteed by the Singapore Government, with a few standard plans. A private annuity is an insurance contract whose guarantees rest on the insurer and whose terms vary from product to product.
Definitions: two kinds of life annuity
The CPF Board describes CPF LIFE as "a national longevity insurance annuity scheme that provides you with monthly payouts no matter how long you live" (CPF LIFE page, updated 25 Sep 2026). Singapore citizens and permanent residents born in 1958 or later are included automatically if they have at least S$60,000 in retirement savings when payouts start. There are three plans. The Escalating Plan's payouts grow by 2% a year for life, the Standard Plan pays a level amount, and the Basic Plan starts lower and pays less once CPF balances fall below S$60,000.
MoneySense defines an annuity as "a type of insurance policy that typically guarantees fixed payments at regular intervals (usually monthly)". It separates term annuities, which pay for a set period, from life annuities, which pay for life, and notes that "CPF LIFE is a life annuity". Private annuities may be immediate or deferred, and participating (part of each payout is non-guaranteed) or non-participating. See Annuities in Singapore.
Side-by-side comparison
| Dimension | CPF LIFE | Private annuity (life insurer) |
|---|---|---|
| Who provides it | CPF Board, under a national scheme | A licensed life insurer, under the policy contract |
| Who guarantees payouts | "Guaranteed by the Singapore Government" (CPF Board) | The insurer. PPF covers guaranteed benefits up to S$100,000 aggregated commuted value per life assured per insurer (SDIC) |
| How you join | Automatic for eligible members; others can apply | Voluntary purchase after a needs analysis |
| Start of payouts | From 65, deferrable to 70; up to 7% more for each year deferred (up to about 35% at 70). Members not included automatically can join from 65 to one month before 80 | Set by the policy: immediate, or deferred to a chosen age |
| Payout pattern | Escalating (+2% a year), Standard (level) or Basic | Level, escalating or term-limited, depending on the product. Participating payouts have a non-guaranteed part |
| On death | Remaining premium balance and other CPF savings go to loved ones | Whatever death benefit or balance the contract specifies, which can be nothing for some designs |
| Liquidity | Monthly payouts only; no lump-sum surrender | No policy loans ("You cannot take a loan against annuity policies", MoneySense). Early surrender may result in losses |
| Currency | Singapore dollars | Usually SGD; some plans are issued in US dollars |
| Tax on payouts (individuals) | Not taxable; IRAS uses CPF LIFE payouts as its example of a non-taxable annuity | Generally not taxable when bought with cash. If bought with SRS, 50% of each life-annuity payout is taxable (IRAS) |
| Interest earned before payouts | Retirement Account interest floor of 4% p.a., extended to 31 Dec 2027 (CPF Board, 22 Sep 2026) | Accumulation depends on the policy's guaranteed rates and, for participating plans, on declared bonuses |
Who guarantees the payout
CPF LIFE payouts are a state obligation; a private annuity is a company's promise. If a Singapore insurer fails, the PPF Scheme steps in, but within limits. For annuities, SDIC caps protection at S$100,000 of the aggregated commuted value of guaranteed benefits per life assured per insurer. Protection extends to declared and vested bonuses but not to bonuses that have not yet been declared.
So a large private annuity may be only partly covered, the non-guaranteed part of a participating payout is never covered, and the cap applies per insurer. Read the guaranteed payout in the illustration, not only the total; our guide to reading a benefit illustration shows where it appears.
Start age, deferral and escalation
CPF LIFE payouts start from 65 and can be deferred up to age 70. The CPF Board states that payouts rise by up to 7% for each year you defer, or up to about 35% more if you start at 70. Members who are not included automatically can join any time from 65 to one month before 80 (CPF Board, 25 Sep 2026). The Board's estimated monthly payouts for each retirement sum are summarised in Retirement income plans.
A private annuity's flexibility comes from the product: an immediate annuity bought at retirement, or a deferred plan with an accumulation phase and a stated payout age. Most pay a level guaranteed amount plus, for participating plans, a non-guaranteed amount declared yearly; every extra feature is priced in. Escalation matters because of longevity and inflation: SingStat reports residents' life expectancy at birth of 83.9 years in 2025 (SingStat, 3 Jun 2026), so income starting at 65 may need to last 20 years or more.
Death, bequest, surrender and liquidity
On death, CPF LIFE does not simply stop. The CPF Board says your remaining CPF LIFE premium balance, if any, and your other CPF savings "will be distributed to your loved ones". Private annuities differ widely. Some return the premium less payouts already made. Some pay a stated death benefit during a guaranteed period. Pure life annuities may pay nothing after death, which keeps the premium lower.
Neither option is a source of emergency cash. CPF LIFE cannot be surrendered for a lump sum; a private annuity cannot be borrowed against, and early surrender may result in losses (MoneySense). For SRS-funded annuities, MOF's SRS FAQ booklet (as of December 2017) states that a member is not allowed to surrender the policy once the SRS account is deemed closed. Keep a separate liquid reserve in deposits, T-bills or SSB first; see the compare page.
Currency, tax and funding sources
CPF LIFE pays in Singapore dollars and needs no decision on currency. A US-dollar private annuity adds exchange-rate risk if your spending is in Singapore dollars.
On tax, IRAS states that annuities received by individuals are generally not taxable, citing CPF LIFE payouts as an example. One exception is an annuity bought with SRS money. For a life annuity held through SRS, IRAS says the 10-year withdrawal period does not apply and 50% of each payment is taxable every year for as long as payments continue; term annuities and endowments follow the 10-year window (see Using SRS). Cross-border readers should check how their home jurisdiction taxes foreign annuities.
On funding, CPF LIFE uses your Retirement Account. A private annuity can be bought with cash, with SRS money as a single premium or recurrent single premium, or in some cases under the CPF Investment Scheme, subject to conditions. Funding routes for CPF are covered in CPF and savings plans.
Layering: a floor first, then a top-up
A common framing uses layers:
- Floor. CPF LIFE provides a lifelong, Government-guaranteed income in Singapore dollars.
- Raise the floor inside CPF. Topping up the Retirement Account towards the Enhanced Retirement Sum raises CPF LIFE payouts. The top-up is irreversible, and within limits it qualifies for CPF cash top-up relief.
- Add a private layer. A private annuity can add income with features CPF LIFE does not offer, such as a different start age, a defined death benefit, US-dollar income or a participating upside. You give up the Government guarantee and accept insurer risk and PPF caps.
- Keep a liquid layer. Cash, T-bills or SSB cover irregular spending that an annuity cannot.
One scheme rule links the layers. The CPF Board allows exemption from CPF LIFE if you have a pension or private annuity that pays "the same or higher monthly payouts than CPF LIFE". This is a narrow route and needs careful comparison of the guarantees given up. The sizing logic is set out in Retirement income plans.
Questions to ask before adding a private annuity
- What is my estimated CPF LIFE payout at my chosen start age and plan, and what gap is left after household spending?
- How much of the private annuity's payout is guaranteed, and how much is non-guaranteed at each illustrated rate?
- What does the policy pay on death or surrender in years 1, 5 and 10, and in which currency?
- Is the guaranteed commuted value within the S$100,000 PPF annuity cap for this insurer?
- Would an RA top-up, which earns at least 4% p.a. until 31 Dec 2027, do the same job more simply?
